Homeownership Work Group: October 19 from 10:45am – 12:15pm

  • Compact Updates
  • Presentation: David Palmer, Trina Shanks, and Patrick Meehan will be presenting on their work tracking home sales across Detroit neighborhoods. The project explores the effectiveness of HUD-certified housing counseling, where the housing market is functioning, use of financing, and MSHDA down payment assistance which is used in less than 1% of all transactions.

September Rental Work Group

Elaina Peterson and Adam Kokenakes from the City’s Housing & Revitalization Dept. presented on the City’s Single Family Rental Strategy. Elaina talked about the City’s current rental regulatory framework (including the rental registration ordinance), landlord barriers to achieving certificate of compliance, and the City’s strategies for increasing quality housing stock and improved rental experience for tenants. Elaina also dug into City initiatives creating long term structural impact, including financial tools, city processes, and research. View the presentation pdf here. Data Driven Detroit and Detroit Future City presented on the forthcoming landlord study. Edward Lynch, of DFC, shared about the Rental Study for Lead Safe Homes, which kicked off in July 2021. The research will dig into the rental housing universe and landlord typologies across Detroit. Stephanie Quesnelle, of D3, shared more about how D3 is working through data sets— identifying ownership and properties that are likely rentals.
This work is based on a study from Cleveland. Matt Sattler, the Director of Lead Services at CHN, shared a presentation on the Lead Safe Cleveland Coalition, and the application of their lead safe study, including the Lead Safe Resource Center and the Lead Safe Home Fund.

 

September Homeownership Work Group

Keegan Mahoney from the City’s Housing & Revitalization Dept. presented on the ARPA (American Rescue Plan Act) activities related to homeownership, including Detroit Housing Network, Down Payment Assistance, Home Repair, Tax Foreclosure Prevention and LIHTC Preservation. Heather Zygomontowicz dug into the cuty-administered Home Repair program, which has since been released as Renew Detroit. View the presentation pdf here

Rental Ordinance Hearing Oct. 18

Recently, the City Council voted to send the proposed changes to the City of Detroit Rental Ordinance back to the Council Public Health and Safety Committee for a public hearing on Monday October 18 at 10a followed by a final vote by Council on either Oct. 19 or Oct 25. We will continue to keep Compact members updated on this situation, in partnership with the Lead Enforcement Work Group.

The City’s Renew Detroit Program Launches

The City launched Renew Detroit (Essential Home Repair Program for Senior & Disabled Homeowners) on Oct 1.

Renew Detroit is a 2-phase home repair program funded by the American Recovery Plan Act and administered by the City of Detroit. In the first phase of the program, roofs will be replaced for 1000 selected applicants. The application period for phase 1 opened October 1, 2021 and closes October 31, 2021. Phase 2 will provide a to-be-determined major repair to 500 selected applicants, launching in 2022.

We’ve included the partner info packet in our DNHC files here. It includes a set of 6 informational documents about the program and how it will work, documents (#s 2,3,5,6) are more digestible and geared toward sharing with residents. CDAD Becomes Governing Body for BECDD & is Hiring a System Building Director

CDAD has become the governing body for Building the Engine of Community Development in Detroit (BECDD). The BECDD steering committee and CDAD board voted unanimously to embed the work of BECDD into CDAD’s governance structure, this move will provide sustainability and roots to BECDD’s work to date.
